The Company

Created in 2001 as Canada’s first private nuclear generator, Bruce Power currently powers every fifth home, hospital and school in Ontario.

At 2,300 acres, its site is the world’s largest nuclear facility and the home of two massive generating stations, each big enough to house four separate reactor units. Upon completion of its current $4.25 billion Bruce A Restart and Refurbishment project, Bruce Power’s total output will exceed 6,200 megawatts, or more than half of the electricity used each year in the entire New York City area.

A partnership among TransCanada Corp., Cameco Corp., the Ontario Municipal Employees Retirement System and the two main unions on its site, Bruce Power was created as a platform for growth in North America’s emerging energy market. In 2006, it became the first Canadian company in a generation to consider building entirely new reactors by launching an environmental assessment for the potential of 4,000 more megawatts. Already, it provides more than 40 per cent of the world’s supply of Cobalt-60, an isotope used to sterilize medical equipment and eliminate harmful bacteria in food products.

But the company’s strength does not lie solely in the machines it uses to convert the power of an atom into enough electricity to meet the industrial, commercial and residential needs of a city the size of Toronto. It rests in the hands of the highly-skilled employees who run those machines, for Bruce Power sees people as its competitive advantage.

A high-tech haven in the midst of cottage country, Bruce Power is proof that big business can sink roots in small town Ontario. Its location along the Lake Huron shore, roughly 250 kilometres northwest of Toronto, offers its more than 3,600 employees a unique blend of casual lifestyle and challenging career.

Bruce Power rests midway between the resort towns of Kincardine and Saugeen Shores, which count tourism as their second largest industry behind nuclear generation. Each town has a year-round population of roughly 12,000 people, but grow considerably during the summer months, when city dwellers head north to enjoy the region’s famous sand beaches, provincial parks, hiking trails and laid-back lifestyle.

The presence of Bruce Power, and its highly-educated and very well-paid workforce, has served the community well. Residents enjoy many recreational, educational and cultural outlets - such as the Bruce County Museum, upscale restaurants, fitness centres and new or newly renovated arenas – that are not always seen in small towns. Over the past six years, the company has provided more than $3.25 million in sponsorships to improve community infrastructure for items like new imaging technology at local hospitals, new facilities at the Outdoor Education Centre and a theatre for the county’s newly-renovated museum.



Recognizing that winter can be hard in rural Ontario, where blowing snow can make travel difficult, the company has also spearheaded a project to plant more than 5,000 trees along key highways to serve as a Living Snow Fence.

Like many North American companies, Bruce Power is dealing with an aging demographic that could see as many as 1,000 current employees retire over the next five years. To stay ahead of that curve and provide for an orderly transfer of knowledge, the company has aggressively recruited professionals to bring fresh ideas and new perspectives to an established industry. Since 2001, it has hired more than 1,200 new workers and attracted mid and top level executives from across Canada, the United States and Europe. An emphasis has also been placed on leadership development as Bruce Power actively prepares for a future in which nuclear generation will play a pivotal role in helping Canada meet its environmental commitments and energy demands.

The Location

The Bruce Power site is located on the shores of Lake Huron between the towns of Kincardine and Saugeen Shores. The area, known locally as the ‘Bruce,’ is bordered by Lake Huron, Georgian Bay, and the Niagara Escarpment. There are over 850 kilometres (531 miles) of coastline to explore, with many world-class class attractions such as The Bruce Trail, Bruce Peninsula National Park, Fathom Five National Marine Park, Sauble Beach, Flowerpot Island, Saugeen River, and Tobermory.

Bruce Power employees are located throughout the Bruce, although many live in the picturesque and convenient towns of Port Elgin and Kincardine.

This position is located at the Bruce Power site and the successful candidate is expected to maintain a permanent residence within a typical commute to the facility.

The Position
The Operations Program Manager will be responsible for the development of innovative strategies, work programs and business plans consistent with Bruce Power directions to meet industry expected performances; while managing a team of operations experts to implement best practices and set new standards.

Specific accountabilities include:

· Provide support to the Vice President, Nuclear Operations Support in managing the department in accordance with applicable legislation, regulatory standards, quality assurance, Bruce Power policies, section programs and business procedures.

· Consult senior management and all other areas of the organization to attain goals and drive change across all functions.

· Facilitate the establishment of Operational Excellence principles throughout the organization, including coaching and mentoring, to ensure timely completion of quality and/or cost focused projects.

· Maintain focus on continuous improvement through researching and sourcing innovative, cost efficient business solutions.

· Maintain current operational and departmental documentation for all policies, programs and procedures, ensuring that industry best standards and safe practices are implemented and followed.

· Manage and drive divisional improvement projects of significant size and scope to ensure the project tracking dashboard is maintained and results are communicated to management.

· Identify and carry out benchmarking activities internally, with industry peers, WANO/INPO and associated industry programs.

· Direct the implementation of standardized testing and corrective action to ensure compliance to WANO regulatory audits.

· Develop and apply operational improvement tools to identify key root causes.

· Monitor performance and initiate actions necessary to correct adverse trends.

· Using field observation and coaching as well as other measures of performance monitoring, work with operations staff as required to ensure that standards of work are being met

· Manage department activities to meet agreed quality standards ensuring compliance with the prescribed service levels, standards and targets

· Provide leadership to staff so that they collaborate competently and with full commitment.

· Maintain a team capable of producing the outputs required.

· Develop and train all staff to ensure that they meet the required performance standards.

· Ensure Department business plans/budgets are accurately prepared, effectively monitored and controlled.

· Work closely with Management team colleagues to implement company policies and strategies to achieve business objectives.

Candidate Qualifications

Experience and Technical Skills
* Minimum of 10 years experience managing staff in a nuclear operations environment.
* Extensive knowledge of nuclear operations (prior experience with INPO/WANO would be beneficial)
* Minimum of 5 years experience facilitating nuclear Operational Excellence programs and a solid track record of driving positive and continuous change
* Possess a high level of credibility to influence large groups of professionals.
* Proven ability to drive positive organizational operations and process change through strong interpersonal skills.
* Excellent analytical and organizational skills, with the ability to adapt to a highly technical and safety oriented environment.
* Ability to comprehend key stakeholder interests, while managing conflicting priorities and business interests.


Education:
· A university degree (engineering preferred) or equivalent experience

Compensation

A competitive compensation package, including base salary, bonus, and performance share units, as well as benefits, will be provided.
